About The Lifeline Program

Lifeline Assistance is a federal government program supported by the Universal Fund. Enrollment is available to individuals who qualify based on federal or state-specific eligibility criteria. You may qualify if you participate in certain public assistance programs. You may also qualify based on your household income. In order to become a NewPhone Wireless subscribers you must provide proof of program participation or proof of income.
You qualify for Lifeline Service in your area if you already participate in one of the following assistance programs:
  • Supplemental Nutrition Assistance Program (SNAP)
  • Medicaid
  • Federal Public Housing Assistance / Section 8
  • Supplemental Security Income (SSI)
  • Veteran's Pension and Survivors Pension Program
  • Eligibility Programs for Residents of Federally-Recognized Tribal Lands: Food Distribution Program on Indian Reservations (FDPIR), Bureau of Indian Affairs General Assistance (BIA), Tribally Administered Temporary Assistance for Needy Families (TATNF), Headstart (meeting income qualifying standards) (Tribal)
  • Your total household income is at or below 135% of the Federal Poverty Guidelines (FPG).
  • The table below provides the maximum income you can have to be eligible for service.

2. How do I qualify for the Lifeline Program?

The Lifeline Assistance program is available for only one wireless account per household. Separate households that live at the same address are eligible, including residents of nursing homes. Residents with temporary addresses are also eligible. Offer limited to eligible customers (varies by State) residing in selected geographic areas and is non-transferable. Offers not available in all states/areas. Consumers who willfully make false statements in order to obtain the benefit can be punished by fine or imprisonment or can be barred from the program. Accessing voicemail draws from plan minutes and charges may apply once free minutes have been depleted. Some exclusions may apply. Only eligible individuals may enroll in the Lifeline program. Lifeline service is limited to only one wireless or landline Lifeline benefit per household. You also cannot receive Lifeline benefits from multiple service providers.

According to the Lifeline program, a household is defined as "any individual or group of individuals who live together at the same address and share income and expenses." You may be eligible if you live at an address that consists of multiple households, such as a nursing home or homeless shelter.

Eligibility for Lifeline varies by State, however, eligibility can be easily determined if you meet ONE of the two qualification criteria below.

3. Lifeline Rules

  • Lifeline is a federal benefit and willfully making false statements to obtain the benefit can result in fines, imprisonment, de-enrollment or being barred from the program;
  • Only one Lifeline service is available per household;
  • A household is defined, for purposes of the Lifeline program, as any individual or group of individuals who live together at the same address and share income and expenses;
  • A household is not permitted to receive Lifeline benefits from multiple providers;
  • Violation of the one-per-household limitation constitutes a violation of the Commission’s rules and will result in the applicant’s de-enrollment from the program;
  • Lifeline is a non-transferable benefit and the applicant may not transfer his or her benefit to any other person.
