What Is Lifeline?
Lifeline is a government program designed to increase the availability of telephone services to low-income subscribers by providing a credit for monthly telephone service to eligible consumers. The Federal Communications Commission (FCC) with the help of the Universal Service Administrative Company (USAC) administers the federal Universal Service Fund (USF) that supports Lifeline program, which has helped low-income consumers afford phone service since 1984.
How do I qualify for NewPhone Wireless?
The Lifeline program is available to eligible consumers in all states. In general, to qualify, subscribers must demonstrate that their household’s income is at or below 135% of the Federal Poverty Guidelines or participate in one of the following:
▪ Supplemental Nutrition Assistance Program (SNAP)
▪ Section 8 Federal Public Housing Assistance (FPHA)
▪ Medicaid (not Medicare)
▪ Supplemental Security Income (SSI)
▪ Temporary Assistance for Needy Families (TANF)
▪ Low Income Home Energy Assistance Program (LIHEAP)
▪ National School Lunch Program’s Free Lunch Program
▪ Eligibility Programs for Residents of Federally-Recognized Tribal Lands: Food Distribution Program on Indian Reservations (FDPIR), Bureau of Indian Affairs General Assistance (BIA), Tribally Administered Temporary Assistance for Needy Families (TATNF), Head Start (meeting income qualifying standards)
How do I know if I am eligible?
Individuals in all states are able to enroll in the Lifeline program by demonstrating that they are eligible. Eligibility may be confirmed through a data base. Where a data base is not available, subscribers must provide proof of eligibility by demonstrating that they meet the income eligibility qualifications or participate in a qualifying program listed above.
Is NewPhone Wireless available in my state?
NewPhone Wireless is currently available in Louisiana only.
What if I am enrolled in the Lifeline Program?
Under FCC rules you may only be enrolled in a single Lifeline program per household.
What does One Per Household mean?
Only one(1) Lifeline service per household is allowed. “Household” is defined, for purposes of the Lifeline program, as any individual or group of individuals who live together at the same address and share income and expenses. A household may not receive multiple Lifeline discounts. You may apply your Lifeline discount to either one landline or one wireless number, but you cannot have the discount on both and you cannot receive Lifeline benefits from multiple providers.
What do I do if I already have a Lifeline Phone Service?
You should contact your Lifeline provider to de-enroll from the Lifeline Program. Once your de-enrollment is processed you can apply for NewPhone Wireless here.

NewPhone Wireless phones can be acquired through events held at various locations, including but not limited to housing complexes, corner stores, assisted living centers, churches, etc. Phones may also be applied for online and shipped via US mail.
NewPhone Wireless provides service statewide specifically in the SPRINT coverage area for those that qualify for Lifeline in the state of Louisiana. Service is limited to the continental U.S.A. with no roaming charges. International long distance is not available on any of NewPhone Wireless’ phones.
We currently supply refurbished Motorola, Samsung, and LG phones. Models may vary and are based on availability at the time of application.
